Back in the days of dial-up modems, actual deadlines, and only two people running this whole operation during their lunch hour, not every idea made it from "good idea" to "finished HTML page".

As far as we can tell, it never actually got written back in the 90s (or whenever this corner of the site was from) - it's not a case of the link rotting, there was simply never anything here to rot. We've checked the archive.org copies of every host this site has lived on, and there's nothing there either.
